Advocacy Overview
The Seaplane Pilots Association was formed in 1972 to represent seaplane
pilots in regulatory affairs. Since then, SPA has established itself as the leading organization for
working with private, local, state, and federal agencies to open waterways and ensure reasonable
regulation of seaplanes.
This section provides information of interest to seaplane pilots, public policymakers, and the press.
Included in this section are informative documents describing various aspects of seaplane operations,
including safety, environmental impact, and noise. This section also includes in-depth analysis and
